As I reflect on the last decade, it is undeniable that India’s power sector has undergone
a profound paradigm shift. Our strides are nothing short of remarkable – our nation
generated approximately 1625 billion units of electricity in FY 2022-23, transitioning
from a power-deficient state to a self-sustaining powerhouse. This journey encapsulates
India’s steadfast commitment to clean, affordable, and universally accessible energy,
with renewable sources propelling us to the global forefront, boasting the
fourth-largest installed capacity.
India’s Vision for a Low-Carbon Future
In the year 2022, at the Conference of the Parties of the UNFCCC (COP27), India
underscored the pivotal role of the electricity sector in steering towards a low-carbon
future and industrialization. The unveiling of Long-term Low Emissions and Development
Strategies (LT-LEDS) reaffirmed our commitment to achieving a zero-carbon future by
2070, with a crucial focus on goals within the power industry. However, this journey has
not been without its challenges, particularly the financial health of distribution
companies (DISCOMS), grappling with cash-based losses amounting to a staggering Rs 10
lakh crore over the past 15 years, attributed to issues like power theft, Aggregate
Technical and Commercial (AT&C) losses, meter tampering, and inaccurate billing.
The Launch of the Revamped Distribution Sector Scheme (RDSS)
Recognizing the urgency of addressing this crisis, the Indian government, under the
visionary leadership of Hon’ble Prime Minister Shri Narendra Modi, launched a
transformative initiative last year – the Revamped Distribution Sector Scheme (RDSS).
Crafted as a lifeline for DISCOMS, the RDSS aims to bolster operational efficiency and
financial sustainability. Conditional financial assistance is extended to fortify supply
infrastructure, contingent upon meeting pre-qualifying criteria and achieving basic
benchmarks linked to financial improvements. The scheme’s diverse objectives include
reducing AT&C losses to pan-India levels of 12-15%, closing the Average Cost of Supply
(ACS)-Average Revenue Realised (ARR) gap to zero by 2024-25, and enhancing the overall
quality, reliability, and affordability of power supply. As part of this initiative, the
government has launched a nationwide effort to distribute meters for transformers and
feeder lines, a crucial step in energy accounting. Currently, only 40% of distribution
transformer metering has been completed, while feeder line progress stands at a
commendable 80%.
Smart Metering: A Key Element of the RDSS Scheme
Unlike its predecessors, the RDSS scheme significantly emphasizes smart metering,
strategically aligned with India’s energy goals. Implemented in a public-private
partnership (PPP) mode, prepaid smart metering emerges as a cornerstone for consumer
empowerment. These meters, providing real-time monitoring and eliminating the need for
manual readings, have demonstrated their effectiveness with a staggering 95% reduction
in bill correction cases.
The Role of State-of-the-Art Transformers
Efficient power transmission with minimal losses is paramount in modern times, and
state-of-the-art transformers play a pivotal role in achieving this goal. With over 35
